The health insurance exchanges set up under Obamacare are required by federal law to help millions of uninsured Americans register to vote. But the Obama administration is refusing to fully comply with that law, according to two voting rights organizations.

WICHITA, Kan. — The U.S. Election Assistance Commission found Friday that heightened proof-of-citizenship requirements likely would hinder eligible citizens from voting in federal elections, handing down a ruling that denied requests from Kansas, Arizona and Georgia to modify the registration form for their residents.

MONTGOMERY, Ala. — Alabama could see more low-income citizens signing up to vote now that voter rights groups and state officials have reached an agreement ensuring people who apply for social services also receive voter registration applications.
