Accomplishments: 2007-2008 Election Administration Program

Throughout 2007-2008, Project Vote’s Election Administration team was leading the fight for voter rights on several fronts, and scored a number of significant victories that helped protect our constituencies from disenfranchisement, whether from legal barriers, unfair policies, or partisan suppression:

  • In Ohio Project Vote worked to shed light on how a 2006 voter challenge law threatened as many as 600,000 voters with disenfranchisement through voter caging, and helped convince the secretary of state to issue a directive instructing Ohio boards of election not to remove any eligible voter from the lists in violation of federal law.
  • Project Vote was a plaintiff and co-counsel in Project Vote v. Madison County Board of Elections, which successfully helped fight off partisan attacks in the Ohio supreme court and U.S. district court against Ohio’s 5-day period of same-day registration.
  • In response to public accusations of voter fraud directed at new Latino voters in New Mexico, and subsequent harrassing visits from a private investigator, Project Vote and the New Mexico ACLU sued several members of the state Republican Party for violating state statutes that prohibit intimidating voters and publically releasing voters' private information. The case, Garcia v. Fox-Young, et al, is still pending.
  • Project Vote embarked on a research program to show why large-scale voter registration work is needed in the United States.  In late 2007 Project Vote released Representational Bias in the 2006 Electorate, demonstrating the imbalances in the current electorate; this was followed by eight state studies released in the first half of 2008. 
  • Project Vote stepped up its monitoring of election-related “dirty tricks,” such as attempts in several states to challenge voters on foreclosure lists, sending letters to political parties, secretaries of state, and attorneys general urging them to follow the law and reminding them that simply losing one’s house does not cause one to lose one’s vote. Project Vote also successfully stopped the harassment of lawful voters in Ohio and New Mexico by partisan actors or legal agencies.
  • Project Vote filed Project Vote v. Rokita, an emergency suit the day before the election to successfully re-instate 200 Indiana voters who had been rejected for registering using older application forms.
  • Project Vote’s ElectionLegislation.org web site service tracked election bills across 21 state legislatures, and offered bill alerts and updates on voting-related legislation to keep advocates, reporters, and policymakers informed on important developments related to voting rights.

2010 Election Administration Policy Recommendations
